Long answer? no, even if you buy second hand, donate money to trans charities, and adamentally claim that your Lupin x Sirius black fan fiction is 100% unaffiliated with JK rowling, you'd still be giving her a more important currency than the pound or the dollar, attention and fandomship, keeping her work and her authorship relevent is what gives her power, sure, the money helps, but people are willing to listen to her ramblings, because she's a famous beloved book author, the best thing you can do, is to make it clear that you are no longer going to fund or support HP in anyway possible.

depends on the country and town, but in the UK, as long as you have the permits for the city centre, or you're doing it for a political/religious reason, you're fine.
